Moving German language according to the new package structure, as it will be maintained in future during the development (as said before - we need a discussion about the other languages).

Preparing for new ModX version and package structure - moving de.xml to "xml" directory. Discussion about what to do with other languages except from English and German have to follow. I would recommend not to include them in the package in future.
