Added ability to handle custom functions to Portal ACP backend;

Removed unneeded language variables from language files;
Finished global announcements block (basic function);
Added missing includes in portal.php;
Added missing handling of top and bottom column;
Added unset of $template_module in portal.php in order to prevent incorrect block names;
Added correct title for page_header and language string for Portal link;

Added language variables.
...
New MySQL installations should work now. Other DB types, uninstalling and updating still have to be done.
Please note: this is still early development stage. Updates from other versions will fail! Only new installations will work without mayor errors.
